AIFO is an Italian Non-Governmental Organization, implementing international health cooperation initiatives in 14 Countries all over the world. The Association was founded in 1961 by a group of volunteers inspired by the French journalist Raoul Follereau, who spent his life fighting against leprosy and all the forms of injustice.
The Headquarters are based in Bologna (Italy). The actions are promoted ad managed through established local NGOs in India (Amici Trust India) and Brasil (Brasil Saúde e Ação - Brasa), and local Country Coordination Offices in different Countries (China, Comoros, Guiné-Bissau, Liberia, Mongolia, Mozambique).
AIFO is an Official partner of World Health Organization, developing a joint Action plan in collaboration with Disability and Rehabilitation Team (WHO/DAR).
AIFO is also member of ILEP (International Federation of Associations against Leprosy), and founder association of IDDC (International Disability & Development Consortium).
AIFO has been working in China since 1989 in the field of primary health care and rehabilitation of persons with disabilities, including persons with mental health conditions. Since 2011 has been implementing a community-based psychiatry action, in four Provinces of China, co-funded by European Union.

Title “Strengthening role and capacity of Chinese Non State Actors towards rightful inclusion in the society of people with mental health conditions (2014 - 2017)”
Action co-funded by the European Union and implemented by Associazione Italiana Amici di Raoul Follereau (AIFO), in collaboration with Peking University Institute of Mental Health/The Sixth Hospital of Peking University (PUIMH); Solidarietà e Servizio (SoliS – Italian NGO); Aid and Service (AS - Chinese CSO); Conferenza Permanente per la Salute Mentale nel Mondo (CoPerSaMM- Italian NGO).
The Action aims to contribute in promoting an inclusive and equitable society in China for people with mental health disorders, strengthening the role and capacity of two Chinese Non State Actors development stakeholders (NSA): Peking University Institute of Mental Health (PUIMH), and Aid and Service Association (AS).
The idea is to support and increase NSA collaboration with Governments district health authorities in supporting people with mental health conditions to access needed resources, and promoting their full inclusion into community through organization of Community Based Mental Health Centers, integrated in primary care.
Finally, the backbone strategy is to create a community based mental health services scheme, considering that mental health initiatives should be mainstreamed into broader sustainable development work, and adequate funds should be dedicated to address their needs.
The Program intends to continue and expand a pilot Action of community based psychiatry, developed in the period 2011-2014, funded by EU, reinforcing the organization of a community mental health services in four health districts in China: Nanguan (City of Changchun, Province of Jilin), Tongling (Province of Anhui), Yanqing (City of Beijing), A'Cheng (City of Harbin, Province of Heilongjiang).

Expected results 预期成果
-Provided integrated mental and physical treatment and care through primary care for people with mental health conditions in four districts.
-People with mental health conditions, members of Social Cooperatives, with acquired sufficient skills to manage income activities.
-People with mental health conditions and their family members organized as a root Association at district level and able to advocate for their needs.
-Best practices on community based mental health services in China promoted and shared within different Academic and Research Centers.
-Increased awareness of communities on the availability and functioning of community based psychiatric services.
In order to reach the expected results, the proposal intends to develop and manage four clusters of activities:
Capacity building 提高能力建设
-Formative seminars on deinstitutionalization concepts on mental health.
-Training courses for mental health professionals at district level and in Italy (cities of Trieste and Brindisi).
-Support visit of Italian experts.
Livelihood plan 生活计划
-Creation of social cooperatives, as legal entities, in collaboration with local enterprises (income generating and employment program).
-Workshops on deinstitutionalization concepts on mental health.
-Establishment of Self Help Groups (SHG) of mental health care users and family members.

-National/international network to exchange Chinese experience and best practices on Community Mental Health.
-Visibility and communication plan about community based psychiatric experience at district level: press conferences, articles, interviews and production of audio-visual and informative material.
